Legislation
The most direct solution is amending certain legislation.
​Adoption : Relevant institutions should take the interest of children as first priority, instead of only considering restrictions on making adoption orders. Therefore, we suggested that the government can make an adjustment on Cap. 290 Adoption Ordinance : Compared to restriction, the interest and benefits of the children is the first priority to be considered. Relevant institutions should accept applications if the applicants can provide a warm and good living environment for children.
In Vitro Fertilization​ : Similar to adoption, we suggested that law should accept same-sex applicants. The restriction should not focus on sexuality.

Financial Support
As we mentioned, cost is another barrier to rainbow families. Therefore, we suggest the Hong Kong government provide a subsidy for everyone who decide to do in vitro fertilization and surrogacy. It can eliminate the discrimination and provide equal welfare to Hong Kong citizens.

Physical and mental support by NGOs
The process of vitro fertilisation and surrogacy are not easy. They included lots of steps such as finding egg or sperm, and a surrogate mother. Besides, society also caused stress.
As a result, we are encouraged to establish an NGO which can fully backup intended homosexual family. It is responsible for providing the contact information for reputable oocyte surrogacy agencies. It should ensure that the surrogate mother has the right motivations to cooperate with intended parents. Apart from tailor-made solutions, they should provide a hotline for participants to chat and ask (American Fertility Service, n.d.).

Publicity
Apart from legislation, social norms are another factor influencing the whole social atmosphere on surrogacy and adoption, especially to same sex parents .Therefore, we suggested publicity through social media to modify the public's stereotype, providing facts and new ideas. Besides, it can seek the people ’s attention to the issue. As when we are talking about LGBTQ+, the first thing we could think about is same-sex marriage legalised. However, marriage is not the only difficulty that homosexual couples face.
Leaflet is one of the ways for our promotion.Inside the poster, we include common misunderstandings and stereotypes from the public. And providing facts supported by real data and research. We also provided the link to our website. For people who are interested and curious about discrimination against ame-sex marriage, they can visit to the website.
The government is not the only stakeholder to eliminate the discrimination. You and I can also contribute to this issue!
